Ocean Management: Some Lessons Learned fromTropical Experiences

Sinopsis

The ocean is a vital common good: it provides us with sustainable energy, trade routes, resources, and scientific knowledge. One in three human beings depend on it for their livelihoods, yet it faces growing threats. It is still little known, lacking adequate governance and funding. More than 8 million tons of plastic are dumped each year, and phenomena such as overfishing, acidification, sea level rise, and ecosystem destruction are exacerbated by climate change. 

Protecting what we barely know is an urgent challenge. Although the ocean covers 70% of the Earth, its depths remain unknown. Increasing knowledge and disseminating its importance is critical. 

France and Costa Rica have taken global leadership in this effort, serving as co-chairs of the Third United Nations Ocean Conference (UNOC3). Cooperation between the two countries has been strengthened to mobilize science, innovation, and education in favor of the ocean. 

Universidad Nacional, Costa Rica (UNA) is a key player in this partnership. Their research, conducted in collaboration with French institutions, reflects their commitment to sustainable ocean management. This work gathers valuable scientific information on the preservation of tropical marine ecosystems. 

This publication, which places the ocean at the heart of our shared future, will further strengthen academic and scientific cooperation between France and Costa Rica.

Biografía del autor/a

Carlos Morera Beita

holds a Ph.D. in Environmental Planning from the University of Barcelona, a Master’s degree in Natural Resource Management from the University of Arizona, and a Licentiate in Physical Geography from the National University of Costa Rica. A full professor with broad expertise in environmental planning, conservation, and sustainable tourism, he has held key academic leadership roles, including Director of the School of Geographic Sciences (2004–2009) and Vice-Rector for Research (2010–2015). Dr. Morera has authored more than 80 scientific articles and several books, contributing signifi­cantly to the fields of environmental and geographic sciences.

Viviana Salgado Silva

holds a Master’s degree in Environmental Management and Studies, a Bachelor’s degree in Tropical Biology, and a Licentiate in Tropical Biology, all obtained from the National University of Costa Rica (UNA). She also holds a diploma in Integrated Watershed Management in the 21st Century. She serves as an academic advisor for research at the Vice-Rectory for Research of UNA, with experience in fund management, project evaluation, and leading institutional strategic processes. Her publications are related to her experience in the Water Resources Management Laboratory of the School of Chemistry (UNA) and her role as an academic advisor in topics related to research management
